Disseminate Information, Protect Democracy

I've been known to joke that postal rates are the only thing around which civil society in the United States will unite. Nevertheless, I am profoundly worried about the free speech implications of the latest actions of the U.S. postal regulators. As described by Teresa Stack of The Nation in Disseminate Information, Protect Democracy, it seems that they've adopted a model that puts enormous new burdons on the smallest magazines in the country.
