Strategies for Digital Empowerment

The Swedish International Development Cooperation Agency has eloquently captured their strategies for digital empowerment in a couple of well prepared documents that are available for download. Their approach emphasizes people and capacity, rather than technology, with a focus on democracy, human rights, and social development. So, it was fascinating to study the summary of findings of Telecom Use on a Shoestring: a Study of the Financially Constrained in South Asia.
