As the U.S. government tries to overcome the embarrassment of offering $15 million of aid to Indian Ocean tsunami victims (though even today's $350 million pledge is one seventh the per capita amount that Sweden has pledged), it is nonprofits that have responded most rapidly. Although there are some noticeable exceptions to the sector's outpouring of compassion. Upon some reflection, I need to point out that this last bit of research is narrow and the conclusions too sweeping.
