Fables of the Reconstruction

In Fables of the Reconstruction, Christian Parenti writes that "reconstruction in Iraq looks less like a mission of mercy or a sophisticated pacification program and more like a criminal racket". Makes me wonder how different this could have been had we turned to the international NGOs who know how to do these things.
