The British Home Office has published Building Civil Renewal (PDF), which looks at strategies whereby the government can better support community groups and community capacity building. They are seeking comment until March 24, 2004, and I think the ideas in here merit an international audience.

| Institutional Design of Open Source Programming |

A year ago, Charles Schweik and Andrei Semenov published Institutional Design of Open Source Programming, in which they looked at the collaborative structures of open source and explored their application to large scale policy problem solving. Since I recently came back from an international gathering on public interest perspectives on standards, I'm intrigued by the potential of these models for such challengaing issues.
