Jane Black looks at the narrow range of options where charging for online content might work. Personally, I think some of the major issues are (1) publishers are charging too much (the jump from free to $59 a year is huge, especially when added up over many sites for a typical consumer), (2) they haven't built sufficient trust with their subscribers, and (3) they don't give people enough options (though it looks like Salon will).
